A Nation Building Game - ruleset

Heyas all;

so one of the things I like to do in my spare time is play "builder" games, mainly over on 8chan (only reason I go there.). It's a mix between tabletop roleplaying and a tabletop strategy game.

I wrote a ruleset (here). I've shown it and edited it to my usual Builder group, but I'm wondering if there is anything here that would be confusing for you guys (who don't know builders at all), or if this would be the type of game you would be interested in.
