That's evil thoughts right there.

No one's "implying" anything, except for less births lead to less poor and unprepared families. In the mid-90's, violent crime was due to many factors, and gang violence was all the rage and topped reasons for violent crime in heavily urbanized areas during the 90's. What helped was with police and teachers getting involved with the community to help deter kids from getting involved with such things. TV was also littered with a shitton of anti-gang propaganda.

Free BC can be taken a but too far too. They tried that with free condoms in India, and a lot of those free condoms just ended up as materials that road construction companies used in their pavement. It's free, after all.

Yes. It happens here in the States too. They chip'n'sealed our road. It used to be a rather smooth gravel Lane. Now it's ribbed for our pleasure. Hell on your undercarriage though ;3
