Can't just expect to waltz into people's personal space and invade it with a hug, especially on camera. I don't actually think Obama was going in for a hug, that would have been politically awkward and no matter what you think of him, Obama is a pro at politics. It looks to me like Obama was going in for the handshake plus arm grab move (some people do this, I'm not sure why) and Castro grabbed Obama's arm and raised it up. The raised fist arm/fist is a common communist symbol. Obama then purposefully goes to the limp wrist to prevent the a photo-op for Castro.
