That is a drillship performing a deepwater welltest.

You see, jackup platforms and semi-submersible rigs have a maximum seafloor depth they can drill at. Deepwater and ultra-deepwater wells necessitate much more expensive drillships. Theyre actually pretty awesome. They have a "dynamic positioning system" comprised of an exacting gps system and several props positioned around the hull.

During a well test, which may last several hours to several days, the oil and gas is burned off, and the reclaimed water from any hydrauling fracturing operations is "filtered" and dumped overboard.

Its a very environmentally friendly operation. Totally.
